Special City Council Meeting Minutes
April 22, 2020
The Granger City Council met via an electronic meeting on April 22, 2020, at 6 p.m. due to Iowa Governor Kim Reynold’s Proclamation of Disaster Emergency, which among other matters, ordered the prohibition of community gatherings of ten or more people at all locations. The Governor’s supplemental Proclamation of April 2, 2020, extended the restrictions to April 30, 2020. Therefore, in-person meetings of the City Council are impossible or impractical as contemplated by Iowa Code Section 21.4(1)(b).
Mayor James opened the electronic Special City Council meeting at 6 p.m. Council members on the call/Zoom meeting were Backous, Bermel, Brandt, Saak, and Schutt.
Backous made a motion to approve the agenda, seconded by Schutt. All Ayes.
Action to approve Affiliation and Cross Staffing Agreement between Dallas County Emergency Medical Services and the Granger First Responder Department and to have the Mayor sign was approved by Schutt, seconded by Backous. All Ayes. The Granger staff would be paid through the City with the intent that Dallas County would reimburse the City instead of adding Granger staff to their payroll roster.
Action to approve revised amendments to the Fire/Ambulance Constitution was approved by Bermel, seconded by Schutt. All Ayes. Action to approve Fire/Ambulance positions and pay schedule effective for pay period beginning March 30, 2020, was approved by Schutt, seconded by Brandt. 4 Ayes, 1 Abstain.
Action to approve the new logo for the Fire/Ambulance Departments was approved by Backous, seconded by Brandt. All Ayes.
The citywide clean-up day that was scheduled for Saturday, May 16th has been canceled by Walters Sanitation due to safety concerns. The clean-up day will be rescheduled for some time in September or October of 2020.
The electronic meeting adjourned at 6:30 p.m.
