Building permits are required for building erection, construction, enlargement, alteration, repair, removal, conversion, demolition, fencing, electrical, mechanical, plumbing, sidewalks and driveway work.
It is the applicants' responsibility to call IOWA ONE CALL (800) 292-8989 before construction is started.
No permit can be issued until all fees have been paid and no work can commence until the permit is issued.
The zoning and compliance form must be included with each permit.

Snow Ordinance
69.10 SNOW REMOVAL. No person shall park, abandon or leave unattended any vehicle on any public street, alley, or City-owned off-street parking area during snow removal operations unless the snow has been removed or plowed from said street, alley or parking area and the snow has ceased to fall.

Street Lights
Evening lighting is important for the safety of our residents.
If you notice a street light that is burned out or working improperly, please let us know by clicking here and completing the form. Please include the street and cross street or house address where possible.
WATER BILLS ARE DUE UPON RECIEPT, HOWEVER TO AVOID A LATE PENALTY, THEY MUST BE PAID BY THE 20TH OF THE MONTH.
- Water service shall be billed as follows:
- Water meters shall be read by the last day of each month.
- The Clerk shall prepare and issue bills for water service on or before the fifth day of each month.
- Bills for water service shall be due and payable at the office of the Clerk by the 20th of the month in which the billing is issued, TO AVOID A PENALTY.
- Bills not paid the 20th shall be considered delinquent. A penalty of ten dollars or ten percent of the amount due, whichever is greater, shall be added to each delinquent bill.
90.21 REDUCTION OF BILLING. No reduction of billing will be made in the event of any leakage between the water main and the building or premises served, or within the building or premises served. After the water has passed through the meter, it is the responsibility of the owner to maintain the water service pipe and all plumbing to prevent leaks.
For your convenience, there is a utility payment drop box in the front of City Hall or the option for Direct Pay that saves you time, effort and postage. Direct Pay is an automatic bank transfer from your checking or savings account on the 20th of each month in the amount of the utility bill you receive from us the first part of the month. For those people who live outside the Granger Corporate Limits, (ie: Jester Estates and the Jester Park Area) if your sanitary waste company does not accommodate recycling, there is a drop-off recycling site located at the City Maintenance Building, 301 E. Northside Drive, Polk City, IA. 50226. Phone: 515-244-0021.

When is yard waste picked up?
Yard Waste services are provided through the Department of Public Works on Mondays & Fridays.
Open Burning
105.05 OPEN BURNING RESTRICTED. No person shall allow, cause or permit open burning of combustible materials where the products of combustion are emitted into the open air without passing through a chimney or stack, except that open burning is permitted in the following circumstances: – (IAC, 567-23.2[455B] and 567-100.2)
Leaves, Branches and Other Plant Materials. Between the hours of eight o’clock (8:00) a.m. and eight o’clock (8:00) p.m. from October 1 to November 30 of each year, except for the day in October designated by the Council as Beggar’s Night, persons may burn leaves, branches or other plant material grown or deposited upon their property. At all other times of the year, the open burning such material is strictly prohibted, and such materical must be gathered and disposed of at sites approved by the City, composted or placed at points specified for the picking up and disposal of such material by authorized persons acting for the City. – IAC, 567-23.2[3f] and 567-20.2[455B]) (Ord 302 Dec. 2012 Supp)
